As the World Parliament of mayors launches we ask why is it that citizens are looking increasingly to local governments to solve 21st century problems? Is it the case that while national governments talk, local governments act?
And why are women seemingly so popular in this role – now that the mayors of Paris, Rome, Madrid, Barceleona, Turin , Cologne, Warsaw, Bucharest, Cape Town and a host of cities across the world are female?
